Manila, Philippines – In a landmark move toward more transparent and accountable governance, the Blockchain Council of the Philippines (BCP) and the Department of Public Works and Highways (DPWH) signed a Memorandum of Agreement (MOA) on September 30, 2025, to officially launch the “Integrity Chain” — a blockchain-powered platform aimed at enhancing transparency, accountability, and public trust in national infrastructure projects.
The agreement was signed by Dr. Donald Patrick Lim, President of BCP, and Secretary Vince B. Dizon of DPWH. The platform will digitize and record key project data such as budgets, procurement processes, and construction milestones on an immutable blockchain ledger that will be publicly accessible.
The Integrity Chain platform offers:A real-time public dashboard to track project spending and progress,Citizen feedback and anomaly reporting features Tamper-proof records to prevent corruption and manipulation, One-Year Pilot Program.
As part of the pilot initiative, BCP will provide the DPWH with a one-year complimentary subscription to the Integrity Chain, which includes: Technical support, Training for personnel, Cybersecurity protections fully compliant with the Data Privacy Act of 2012 and Widespread Support.
More than 50 institutions from the business sector, academia, civil society, and faith-based groups have signed a Statement of Support, hailing the Integrity Chain as a bold and necessary governance reform.
The official launch event held at the Asian Institute of Management (AIM) was attended by key representatives from international development and lending institutions, including: Japan International Cooperation Agency (JICA), Korean Eximbank, Asian Development Bank (ADB) and World Bank – Road Transport and Country Operations.
These agencies are major funders of DPWH’s foreign-assisted flagship infrastructure projects under the government’s “Build Better More” program, implemented by the Unified Project Management Office (UPMO) Clusters — which will be the first batch of projects recorded on the Integrity Chain.
