MANILA, Philippines – The Department of Budget and Management reports that the Confidential and Intelligence Fund (CIF) appropriation in the proposed Php 6.35 trillion 2025 national budget has decreased to Php 10.2 billion from Php 12 billion allocation in the 2024 national budget.
According to Budget Secretary Amenah Pangandaman, the allotted budget for CIF is 16% lower than the Php 12 billion in the 2024 General Appropriations Act.
The Php 10.2 billion is also lower than the requested CIF of Php 11.39 billion from different agencies.
In granular data, the Department of National Defense received the largest CIF with Php 1.8 billion, of which the Armed Forces of the Philippines will be given Php 1.7 billion.
The National Intelligence Coordinating Agency (NICA) and Philippine National Police received Php 991 million and Php 806 million, respectively.
Eleven more agencies have Confidential and Intelligence fund allocations for the 2025 national budget.
The Budget department has submitted the proposed 2025 National Expenditure Program to the House of Representatives.
