Manila, Philippines – The Office of the House Secretary General have officially transmitted to the Office of the House Speaker the two new verified impeachment complaints against Vice President Sara Duterte.
House Secretary General Cheloy-Garafil confirmed this developments, with the complaints submitted to the Speaker’s office for appropriate actions.
On Monday, two impeachment complaints was filed against Duterte by two different groups—first from the Makabayan coalition, the second from other civil society groups.
Among the grounds of these complaints are betrayal of public trust, graft and corruption, constitutional violations, bribery, abuse of power, and other high crimes, including allegations on misuse of confidential funds among others.
The complaints were filed on February 2, four days before the one year bar ruling imposed by the Supreme Court on Duterte’s impeachment complaints last year.
On February 5, 2025, Duterte was first impeached by the House of Representatives after gathering 1/3 votes of its members, leading to the transmission of the case to the Senate within the same day.
SC dismised the impeachment articles, citing violations of due process and of the one year bar ruling. A new complaint may only be filed starting February 6, 2026.
The complainants however was able to initiate new cases earlier than the supposed lapse date, noting that SC’s junking of the House motion for reconsideration also changed the lapse of the one year bar ruling.
In line with this, as the complaints reached the Speaker’s office, Speaker Bojie Dy has 10 days to include the documents in House’s order of Business.
From there, the complaints shall be referred to the House Justice Committee for the determination of its sufficiency in form and substances before the Lower Chamber can actually act on the complaints.
On the other hand, when asked on these developments, President Ferdinand Marcos Jr. distanced himself from talks of Duterte’s impeachment.
Marcos said that this is the House’s job and should leave the matter to the House alone.—Mia Layaguin, Eurotv News
