PNP CHIEF GEN. RODOLFO AZURIN JR. NAMED  AS NEW ICI SPECIAL ADVISER, INVESTIGATOR 

Manila, Philippines – The Office of the President (OP) announced on Monday the official appointment of former PNP Chief Gen. Rodolfo Azurin Jr. as the new Special Adviser and Investigator of the Independent Commission for Infrastructure (ICI).

He will replace Baguio City Mayor Benjamin Magalong following the latter’s resignation as special adviser of the ICI on Friday.

In his social media post, Magalong stated that there was no conflict of interest in his work at the ICI and his position as mayor, as he was guided by the principle of the highest standards of integrity and public service. However, he added that recent developments have reportedly affected the commission’s work and cast doubt on its integrity.

The President, for his part, respects Magalong’s decision and acknowledges his participation in the ICI.

In a statement from Malacanang Palace, the President had earlier seen a potential conflict of interest in Magalong’s work with the ICI given that he did not resign as Baguio local chief executive, this is the reason why he was appointed as a special adviser and not a formal investigator.

Palace Press Officer Usec. Claire Castro also defended her previous statements on September 13 and September 26 regarding Magalong’s work in the commission.

When asked about Magalong’s resignation, Castro said the Palace is hopeful that his departure will not affect the ICI’s work because the commission’s members are complete, and the integrity of the investigation will be retained.

The Palace further stated that current flood control projects would not be affected despite the budget cut to the DPWH of approximately 255.5 billion pesos, which will be reallocated to various government agencies.

The DPWH has reportedly already studied this through a re-assessment for its 2026 budget.

Meanwhile, Azurin’s work will commence after he finish his personal and administrative arrangements.

He served as the 19th Chief of the Philippine National Police from August 2022 until his retirement in April 2023, and a member of the PMA Makatao Class of 1989.
