PRESS RELEASE: PPP CENTER STRENGTHENS WATER PPPS THROUGH CAPACITY BUILDING ON KPI SETTING

In line with its commitment to capacitate implementing agencies in safeguarding the effectiveness and expansion of their water and sanitation public-private partnership (PPP) projects, the PPP Center of the Philippines conducted a specialized capacity building session titled “Special Topic on Sectoral PPPs: Key Performance Indicators (KPI) Setting of Water PPP Projects” held online via Zoom on March 06, 2026.

The virtual learning session was attended by 123 water districts, national government agencies, local government units, and other government agencies, and was designed to assist them in ensuring the success of their water projects through the establishment of robust and transparent KPIs. The initiative is timely, as the water and sanitation sector remains one of the country’s top two sectors in terms of both pipeline and implemented projects.

Central to the training was an in-depth discussion on defining success through KPIs. The session provided participants with a refresher on the Philippine PPP Program, including its legal framework, key concepts, and the institutions involved throughout the PPP project lifecycle. Atty. Cyris Ann A. Ng-Santiago, Director III of the Capacity Building and Knowledge Management Service, discussed the salient reforms in the solicited and unsolicited PPP processes, and other relevant provisions under the PPP Code and its IRR.  

Complimenting the policy discussion, Mr. Jhoel G. Jorda of the Center’s Project Development Service discussed the fundamentals of developing effective KPIs and shared best practices in ensuring that private sector performance remains measurable and accountable over the long term. To reinforce learning, he facilitated case exercises to illustrate KPIs’ practical applications in water PPP projects.

Closing the activity, Assistant Secretary and PPP Center Deputy Executive Director Eleazar E. Ricote emphasized that PPPs are primarily focused on improving public welfare. “On the part of the government, performance is also important—performance and delivery of services. At the end of the day, we’re enjoining the private sector to do this for us so that we are enabled to deliver better service,” Asec. Ricote stated.  

Through activities such as this, the PPP Center’s continues to affirm its commitment to strengthening institutional capacity and ensuring that water and sanitation projects provide reliable and safe water and sanitation services for the Filipino people.
