- Curlee and Sarah Discaya name several congressmen and Department of Public Works and Highways (DPWH) officials who allegedly reached them to ask percentage for their projects.
Several officials named were Pasig City Rep. Roman Romulo, Quezon City Rep. Arjo Atayde, and Rep. Marcy teodor.

- Curlee Discaya further alleged that cash deliveries were made for Zaldy Co, and named other lawmakers — including Romualdez, Arjo Atayde, and Marcy Teodoro — as recipients of alleged cuts from government projects, which ranges from 10% to 25%.
- Discaya said they were forced to comply or risk losing contracts through mutual termination or right-of-way problems through the names who allegedly solicited money from them in exchange for government projects.
- The Discayas are offering to serve as state witnesses and are seeking protection and support from the Committee and President Bongbong Marcos.
- Senate Blue Committee Chair Rodante Marcoleta said that they will approach Justice Sec. Boying Remulla asking a state witness program for the Discaya’s if they will found not “most guilty.”
- Navotas Rep. Toby Tiangco revealed that Ako Bicol Rep. Zaldy Co appeared as proponent of ₱13.8 billion worth of infrastructure projects in provinces like Mindoro and Abra, questioning why a non-district representative was listed instead of the actual local congressmen.
- Tiangco presented data showing that Zaldy Co was the sole proponent for billions in infrastructure funds in several provinces, which is why he wants Co to testify in the House flood control probe.
- Sen. Rodante Marcoleta criticized Baguio Mayor Benjamin Magalong for skipping the Senate flood control probe, after Magalong said he preferred to attend the House hearing first, though the House has no plans to invite him.
- Tiangco filed a motion to compel Zaldy Co to attend the House investigation, stressing that if congressmen are exempt from testifying, they become immune from probes. Co is reportedly abroad for a medical checkup.
- Tiangco defended himself from criticisms, saying he had questioned budget practices as far back as 2011, 2013, and 2014, and renewed hope for reform after Pres. Marcos’ SONA. He reiterated the need to call Co as a resource person despite resistance from other congressmen.
- Oriental Mindoro Gov. Humerlito Dolor exposed substandard and ghost projects linked to the Discaya-owned St. Timothy Construction, citing irregularities in dike construction and alleged kickbacks to higher officials including Brgy. Buong-Lupa, Gloria.
- Curlee Discaya claimed that portions of flood control funds went to Speaker Martin Romualdez and Rep. Zaldy Co, with an additional 5% allegedly directed to Rep. Romulo for budget insertions.
“Kaya po naging 30% ‘yun ay para sa taas… Ang tinuturo po nila madalas ay si Zaldy Co at tsaka si speaker po ang kadalasang sinasabi nila,” said Discaya.
“‘Yung 5% naman po, para kay Cong. Romulo kapag insertion,” he added.
- DPWH Assistant District Engineer Bryce Hernandez has been cited for contempt by the Senate Blue Committee. The committee found him lying for using a fake LTO ID to enter casinos.
- Hernandez denied senators’ records of his casino winnings but admitted receiving money from contractors, claiming he only followed orders from his former boss, Henry Alcantara.
- Curlee Discaya says that there were no senators solicited money from him in flood control projects.
