SENATE GRILLS FLOOD CONTROL CONTRACTORS; DISCAYA HITS BACK AT SPLICED VIDEO

Manila, Philippines – Contractor Sarah Discaya attended today’s hearing, September 1, 2025 of the Senate Blue Ribbon Committee regarding alleged anomalies in flood control projects of the Department of Public Works and Highways (DPWH).

Discaya owns Alpha & Omega General Contractor & Development Corporation, one of the fifteen companies previously mentioned by President Ferdinand Marcos Jr. as reportedly securing a significant portion of the country’s flood control projects.

Other contractors who were subpoenaed also attended the hearing, while Senator Ronald “Bato” Dela Rosa filed a motion to cite in contempt those who failed to appear despite receiving invitations and subpoenas from the Senate. This move is a preparation for the possible issuance of arrest warrants against the absent contractors.

During the hearing, Discaya stated that her family has been in the construction business for 23 years. She also defended a circulating video, claiming it was edited or “spliced” to only include the portion where she mentioned the DPWH, and that the clip was incomplete, giving a misleading impression of her statement.

Discaya further clarified that her father had also been a contractor for local government projects. She added that her family began participating in DPWH bidding in 2012 and started securing flood control projects from 2016 onwards.

Meanwhile, Senate President Pro Tempore Jinggoy Estrada expressed concern over why the Discaya family consistently secures large DPWH projects. Discaya also pledged to submit her accountant’s records of taxes paid to the senators.—Reymon Montero, Contributor
