The Commission on Human Rights (CHR) is investigating allegations of excessive force by Quezon City police against Bulatlat journalist Aaron Ernest Cruz.
The investigation stemmed during a farmers’ protest outside the Department of Agrarian Reform on October 19.
Cruz sustained bruises during an attempted arrest. He later underwent a medical examination.
Through its National Capital Region Office, the commission conducted a Quick Response Operation and launched a motu proprio investigation.
They have gathered initial accounts from witnesses and protest organizers and requested relevant operational records from the Quezon City Police District.
The CHR is also coordinating with concerned parties to obtain formal statements and medical records.
“Pending the release of these documents, the CHR continues to coordinate with concerned parties to secure formal statements and medical records and assist affected individuals in filing complaints,” the CHR said in a Facebook post.
“The CHR is also looking into reports of harm and harassment involving student journalists during the protest.”
The commission cited National Police Commission Resolution No. 2025-0472, which approved the Philippine National Police’s rules on media relations and journalist safety.
“Section 7(3) clearly establishes the prohibition against the use of force against journalists under any circumstance, especially during high-pressure situations.”
