MANILA — On Monday, Senator Raffy Tulfo called on the Land Transportation Office (LTO) to mandate that vehicle owners personally register their vehicles to prevent system duplications and errors.
During a Senate hearing, Tulfo noted that law enforcers face difficulties tracking vehicle owners because some vehicles are registered under the names of fixers or other individuals.
“Obligahin niyo ang bawat tao na kapag nagparehistro ng sasakyan pumunta sila doon,” Tulfo said.
“From now on lahat ng tao na magre-renew ng kaniyang registration sa plaka, he or she has to be there in person,” he continued.
“Only then maso-solve natin itong problemang ito kasi yung open deed of sale, naaabuso ito especially sa mga second hand car dealer,” he added.
Currently, the system allows individuals to handle the registration process for someone else’s vehicle, provided they present complete documentation on behalf of the vehicle owner.
Tulfo’s suggestion follows tollway operators’ requests for assistance in ensuring proper vehicle plate registration as they transition to a more advanced toll fee collection system.
The LTO expressed its openness to Tulfo’s proposal and mentioned that it is developing guidelines for motorists who will soon use the barrier-free toll system on expressways.
“Mapipicturan po natin yung plaka… We need to bring out the plates of all the motor vehicles,” said LTO chief Vigor Mendoza.
Mendoza added that authorities need to strengthen patrol units to apprehend motorists who might exploit the new system.
