The Commission on Elections (Comelec) has removed 42 party-list groups from participating in the 2025 elections, canceling their registration. Despite this, 160 party-list groups will still compete for seats in the House of Representatives.
According to Comelec’s Memorandum No. 241119, released on Tuesday, the groups or coalitions were delisted for failing to participate in the last two elections. Among the groups affected are 1-ABAA (1-Ako Babaeng Astig Aasenso), Abyan Ilonggo (AI), AKIN (Akbay Kalusugan Inc.), ALON (Adhikaing Alay Ng Marino Sa Sambayanary Inc.), and AMANA (Aksyon Ng Mamamayang Nagkakaisa).
In addition, certain groups failed to secure at least 2% of the votes in the party-list system or did not win a seat in the second round of seat allocation in the past two elections. These include 1-CARE (1st Consumers Alliance for Rural Energy, Inc.), ABEKA (Abe Kapampangan), ACTS-OFW (Acts Overseas Filipino Workers Coalition of Organization), and Anakpawis.
The Comelec resolution stated, “By virtue of the powers vested in the Comelec under Republic Act No. 7941, the Commission resolves to delist and cancel the registration of the following party-list groups/organizations and coalitions.” The resolution also clarified that this decision does not affect other petitions for cancellation or disqualification that may arise.
Comelec chairperson George Erwin Garcia noted that 160 party-list groups are still set to participate in the 2025 elections, with 42 of them being newly registered organizations. “This number is lower compared to previous elections,” Garcia added.
