The Commission on Elections (Comelec) has recommended to the En Banc to ban the use of Artificial Intelligence (AI) and other digitally manipulated campaign materials for the 2025 national and local elections.
Comelec Chairperson George Garcia stated that he will try to convince the Commission En Banc to approve his recommendation to ban AI and deepfakes.
The issue arose when a manipulated voice of President Ferdinand Marcos Jr. spread on social media last month.
This incident prompted the Department of Information and Communications Technology and law enforcement agencies to conduct an investigation.
In the video, the president allegedly authorized the Armed Forces to use force against China’s aggressive movements in the contested West Philippine Sea.
Garcia added that the En Banc is scheduled to discuss his recommendation.
In his letter, Garcia emphasized the alarming spread of AI and deepfakes, especially during elections.
He warned that they could cause misinformation and confusion among voters and candidates in the upcoming election.
Garcia stated that allowing the abuse of AI undermines the campaign’s true purpose – authenticity.
Meanwhile, with four months remaining before voter registration closes, Garcia announced that Comelec has reached its target of 3 million new voters.
He attributed this success to the massive information dissemination campaign.
