Manila, Philippines – Amidst the ongoing and worsening situation in the Middle East, the Department of Migrant Workers directed all private recruitment agencies (PRAs) to delay deployment of Overseas Filipino Workers in conflict-affected countries.
DMW Advisory no.19 s. 2025 advised PRAs regarding the deployment restrictions imposed on some Middle Eastern countries as part of the government’s contingency measures in ensuring safety and welfare of OFWs.
Among the countries included in the restrictions are Israel, Iran, Jordan, at Lebanon.
Presently, Lebanon is placed under Crisis Alert Level 3, where deployment of new hires and returning workers are strictly prohibited.
Israel, meanwhile, is placed under Crisis Alert Level 2, which prohibits deployment of new hired OFWs in the conflict-affected area.
While Alert Level 2 allows deployment of returning workers with valid contracts, this is currently suspended due to the ongoing tension as well as airspace restrictions in the said country.
In line with this, DMW directed PRAs to comply with the following mandates:
- Coordination with employers and Foreign Placement Agencies;
- Enhances Welfare Monitoring;
- Mandatory Submission of Monitoring Reports and Deployment List;
- Contingency Planning;
- Travel-related Responsibilities;
- Coordination with Government Offices
DMW Secretary Hans Leo Cacdac, Jordanian employers were already informed of current situation and the reason for the deployment limitations, assuring that they are ready to help Filipinos in need of assistance amid the crisis.
