MANILA — In response to the escape of dismissed Bamban, Tarlac Mayor Alice Guo, who allegedly fled the country via a yacht, ship, and boat, the Philippine Coast Guard (PCG) announced it will amend its regulations to include non-common carriers in its Pre-Departure Inspection (PDI).
PCG Commandant Admiral Ronnie Gavan made this commitment during the Senate Committee on Finance hearing, which was deliberating the budget for the Department of Transportation (DOTr) and its attached agencies, including the PCG.
Senate Minority Leader Koko Pimentel questioned Gavan on the agency’s actions in light of Guo’s alleged method of fleeing the Philippines.
“In our existing memorandum circular on Pre-Departure Inspection, vessels which are non-common carriers are not included in the PDI and that is the reason why we are now revising the circular so the Coast Guard will have role in the enforcement in this kind of vessels,” Gavan explained.
The PCG aims to complete the revisions by October, according to Gavan. He also stated that they would coordinate with the Maritime Industry Authority (MARINA) to develop improved regulations.
“So may nakakita ng butas and I’m sure di lang sila ang nakakita ng butas na ‘yan. So ganun pala talaga ka-porous ang ating boundaries, borders, ang ating coasts,” remarked Pimentel, highlighting the vulnerabilities in the country’s borders.
