Manila, Philippines – Recent developments related to the flood control corruption scandal cites an ethics complaint filed against former Senate President Francis “Chiz” Escudero.
On Thursday night, Atty. Marvin Aceron filed the complaint before the Senate Committee on Ethics and Privileges, in relation to the P30 million campaign donation the senator received from Centerways Construction and Development Inc. President Lawrence Lubiano.
During the September House inquiry on flood control anomalies, Lubiano admitted into donating the said money to Escudero to support his 2022 elections campaign.
Lubiano however clarified that it was a personal and private donation, and not affiliated with his company, which has a contract with the government during that period.
Aceron cited violation of the Omnibus election Code on receiving prohibited contributions from persons with government contracts.
The Commission on Elections on wednesday confirmed that Lubiano’s camp have appeared before the body for the investigation, while Escudero was already summoned.
Aceron highlighted in the complaint taht the Senate should act upon the issues and irregularities linked to its Members, and should not shield them from the inquiry.
Following the complaint, Escudero said taht he was not surprised into having one.
Escudero believes that this complaint is a consequence of tagging hformer House speaker Martin Romualdez in the infrastracture corruption scandal.
He added that this is yet another harassment scheme from those behind the “scripts” against him.
“This isn’t about ethics.”

Escudero further added that he is willing to prove that this complaint is politically motivated.
On the other hand, Romualdez described Escudero’ privilege speech as another DDS script linking him with the issue.
Romualdez further emphasized that instead of tagging him, Escudero should focus on the allegations against himself.—Mia Layaguin, Eurotv News
