Manila, Philippines – The House Quad-Committee has recommended filing criminal charges against former President Rodrigo Duterte, Senators Christopher Lawrence Go and Ronald Dela Rosa, and several officials including uniformed personnel tied to the previous administration.
The charges, rooted in Section 6 of Republic Act 9851, focus on crimes against international humanitarian law and other crimes against humanity in accordance with extrajudicial killings (EJK), according to findings of Quadcomm Chair and Surigao del Norte Representative Robert Ace Barbers and later on adapted from the committee.
Key figures implicated include former Philippine National Police (PNP) chiefs Oscar Albayalde and Debold Sinas, as well as police officers Royina Garma and Edilberto Leonardo.
It also implicated Duterte’s allies, including his son Paolo Duterte and son-in-law Manases Carpio, in alleged drug smuggling activities.
Likewise, the Quadcomm report revealed connections between the drug war, illegal Philippine offshore gaming operators (POGOs), and money laundering schemes.
Thus, the panel recommended measures to address also some related crimes, including:
- Killing of 3 Chinese Nationals in Davao Prison and Penal Farm (August 2016):
- Charges against conspirators reportedly involve former Pres. Duterte, P/Colonel Royina Garma, P/Colonel Edilberto Leonardo, SPO4 Arthur Narzolis, and Superintendent Gerardo Padilla.
- Murder of General Wesley Barayuga:
- Charges against individuals include P/Colonel Royina Garma, P/Colonel Edilberto Leonardo, and four others.
- Alleged Involvement in Illegal Drug Trade and POGO-Related Activities:
- Accused individuals include Michael Yang, Allan Lin, Charlie Tan, Sammy Uy, Harry Roque, Cassandra Li Ong, Alice Guo, and Tony Yang.
