The Quezon City local government will provide a special emergency leave (SEL) to employees impacted by Typhoon Carina and the Southwest Monsoon.
Mayor Joy Belmonte announced that the SEL, in accordance with Civil Service Commission Memorandum Circular Nos. 2 and 16, S. 2012, will be granted to employees affected by natural calamities.
This decision is also based on the state of calamity declared in Quezon City and other parts of Metro Manila.
According to the latest data from the National Disaster Risk Reduction and Management Council (NDRRMC), 14 people have died in Luzon and Mindanao due to the Habagat and Tropical Cyclones Butchoy and Carina.

Eight fatalities were confirmed, including four in Zamboanga and one each in Northern Mindanao, Davao, the Bangsamoro Autonomous Region in Muslim Mindanao, and Metro Manila.
The NDRRMC is currently validating reports of five fatalities in Calabarzon and one in Bangsamoro.
A state of calamity has also been declared in Cavite; Pinamalayan and Baco in Oriental Mindoro; San Andres in Romblon; Jose Abad Santos in Davao Occidental; Kabacan and Pikit in Cotabato.
Additionally, Interior and Local Government Secretary Benhur Abalos Jr. stated on Thursday that Bataan, Bulacan, Cavite, and Batangas have also declared states of calamity.
The NDRRMC reported that assistance amounting to P61,338,767 has been provided to the victims so far.
