3 POLICE OFFICERS FACE POSSIBLE NAPOLCOM CHARGES OVER ALLEGED NEGLIGENCE, ONLINE HARASSMENT

Manila, Philippines — A person named Dexter Molina went to the National Police Commission (NAPOLCOM) to file a complaint against three Manila Police District (MPD) officers for alleged negligence and online harassment. 

According to NAPOLCOM Vice Chairman and Executive Officer Rafael Vicente Calinisan, Molina personally visited their office out of concern for his safety following the alleged negligence and harassment he experienced. 

Molina stated that the incident occurred on July 3 following a family dispute during which his father lost consciousness and required an urgent hospital transfer. 

He claimed that two responding officers failed to assist them despite their pleas for help. Molina also filed a complaint against Police Master Sergeant Jessrel Arboleda, who allegedly uses the name “DYEYS” on social media. Calinisan stated that NAPOLCOM NCR’s validation confirmed Arboleda managed the Police Station 6 Facebook page, from which the defamatory comments against the complainant allegedly originated. 

Molina admitted he was initially afraid to pursue the complaint after receiving a message warning that he could face charges if his allegations could not be proven true. 

Calinisan strongly condemned the officers’ alleged conduct, asserting that citizens seeking help and justice should not be treated in such a manner. 

“Hindi ito katanggap-tanggap dahil dapat ang ating pulis ay tumutulong at maging sensitibo sa pangangailangan ng ating biktima. Hindi dapat sila nagtatago sa anonymous account para mang-harass ng ating biktima,” Calinisan said.

According to Calinisan, the two police officers who allegedly failed to provide assistance could face charges of Neglect of Duty, while PMSg Jessrel Arboleda could potentially be charged with Grave Misconduct and Conduct Unbecoming of a Police Officer. 

NAPOLCOM NCR assured that it would conduct a fair investigation and hold accountable anyone proven to have violated their duties.—Graciella Diez, Contributor
