ISKO MORENO WELCOMES PROTESTS, WARNS AGAINST VIOLENCE AND VANDALISM
Manila, Philippines — Manila City Mayor Francisco “Isko” Moreno Domagoso assured protesters that they are welcome to peacefully express their views in the city but warned that destruction of property and public disorder will not be tolerated.
Speaking during the Manila Police District (MPD) command conference on Thursday, July 9, Domagoso said the city maintains a policy of high tolerance toward peaceful assemblies while enforcing clear limits against unlawful acts.
The mayor clarified that rally organizers must first secure permits for gatherings in areas where permits are required. However, demonstrations in designated Freedom Parks may proceed without prior approval from City Hall.
Domagoso emphasized that freedom of expression comes with responsibility, urging protesters to keep their assemblies peaceful, orderly, and respectful of public spaces. He also warned against damaging public and private property, citing acts such as vandalizing traffic lights, automated teller machines (ATMs), and business establishments as unacceptable.
The mayor also stressed that while citizens have the right to peaceful assembly, this must be balanced with the rights of other Manileños to use public roads and go about their daily activities without disruption.
To ensure public safety, the city government will deploy personnel from the Manila City Disaster Risk Reduction and Management Department (MCDRRMD), the Manila Traffic and Parking Bureau (MTPB), and medical response teams during demonstrations.
Domagoso likewise commended the leadership of the Manila Police District, headed by Acting District Director PBGen. Arnold C. Santiago, for maintaining peace and order in the city. — Psalm Axl Perez, Contributor
